Confused

Can someone explain to me why it takes less time for them to build a new goddamn bay bridge than it does for them to expand highway 4 into four lanes each direction all the way to Hillcrest? I mean, WTF???

I'd also like to know who planned the section from Hillcrest to Oakley. If you live in Oakly or Brentwood and use this bit of freeway, it doesn't allow access to the Antioch bridge. So, if you are headed North, you have to do a U Turn at Hillcrest and go back from wence you came! Stupid, stupid.....
